Mobo wont turn off

I bought a barbone kit a while back from tigerdirect. I built the computer and turned it on. Runs fine then I hold the button down and nothing is shuting off. I reconnect everything on the mobo and still, it turns on and doesnt shut off. I even held the button down for over a minute. I have to turn the switch off in the back. Can anyone help?

Yes it turns on through the front. The mobo PCChips A13G+ GeForce6100 Socket AM2 Motherboard
