Move to Win 7

I have a copy with license for win 7 how do I get a new license to install this on another computor without purchasing win 7 again.

You don't get a new license to install without purchasing Windows 7 again. It's the license that you are purchasing. The only way for you to get a new license, is for you to purchase a new one.
