    Start > Run > CMD > ok
On the command line enter: netsh int tcp set global autotuninglevel=disabled

Note: >> Vista /Windows 7 Users will need to Run CMD as an Administrator
To run Command Prompt as Administrator
    Click the Start [IMG] button
In the Search box, type cmd
    In the list of results,
Right click on Command Prompt and choose Run as administrator
You’ll be prompted to approve the action

    OR if that doesn't work:

Go to Control Panel > Programs > And Uninstall/Remove: Windows Live ID Sign-In Assistant

Then try again (or Restart, then try again)

    Edit:
Here is Messenger Supports Blog on it: http://messenger-support.spaces.live.com/blog/cns!8B3F39C76A8B853F!13932.entry
