I'm looking at a new cooler for my GeForce 9600GT but I honestly can say I don't know what I'm looking at. The card Idles around 49-52C, and I'm not comfortable at all with it.

I have a $50 limit, would anyone mind giving me a hand?

That is a perfectly normal temperature, possibly on the low side.
What you want to make sure is that the temperature under load is below 70 - 75.
You can just use programs like RivaTuner, ATi tool, or Evga Precision (my favorite) and turn up the stock fan speed if you havn't already.

The 9600gt is a very cool low end card, there are few if any coolers for it.

    Alright, thanks.

This is a new build and my first time actually having the money to afford a mild gaming computer.
