No beep codes, no display, fans come on, but slow way down

  1. I am having a problem with a computer that has not been used in a couple of months. It has been sitting in an office not even turned on. I went to turn it on and the fans come on and after about 1 second it starts slowing down. I have tried a brand new Power Supply, that didn't work. I tried eliminating the different hardware (i.e. CD-ROM, HDD, Floppy Drive, RAM, and Processor). There is nothing in the expansion slots to remove. Any ideas as to anything else?

    Bad motherboard... try resetting the CMOS data
