Outlook Express- won't open "system resources error"

Hi all, a noob here so be gentle on me. I have a Dell gx270 with win 2000 installed. When I try to open Outlook Express I get the following error "outlook express could not be started because your computer is low on system resources. Most likely the problem is your computer is low on memory or is unstable". There is 512MB ram, 8GB free space in the C:\ and 763MB of virtual memory allocated. The dbx folder is under a gig in size. I recently resized the C:\ from 4GB to 12 as there was only 34KB remaining, using partition magic. I think i have everything covered so let me know what you think. Any help will be much appreciated.
 
Defrag - then, if no joy, follow this guideline:

these programs are set to run in the backgroung using up system resources, they can be turned off by hiting start then run, type msconfig, in there hit the startup tab and uncheck those programs hit apply and reboot."
 
With 512 ram, set pagefile to 1024 FIXED, not system managed.

Also search for Page File Defrag
(ah, heck -- download it here :) )

Defrag the HD first, the defrag the pagefile.
