Please help

I tried a quick format to set everything to factory settings, but I end up with DEP shutting down task manager and Userinit. I have a CISNET model, so i can't really boot into safe mode. Can someone help me please? This happens everytime I logon.

Hit F8 a TON of times when rebooting bro.

That is not the right approach. Even if the user entered safe mode through F8 during reboot, he does not know what to do.
