PSU dead or is it the MOBO?

Hi Guys, 1st time user here, have a small problem with my machine. When I turn it on the cooling fan in the PSU spins as does the fan on top of CPU, I get a red led on the front of the case but nothing else, no beeps no lights or obvious sounds from HDD etc. Have tried all hardware except PSU & MOBO in another machine and they all work fine powerup no problems.
Should I look at buying a replacement PSU or MOBO? (I can't use PSU out of the test machine as it is an AT plug!) Any help in this matter would be great.

I would have to be clairvoyant to know what part is going out. You should post exactly what you have replaced or had checked. Since fans are spinning one could think that the PSU is OK. (Unless it is putting out only partial power). I wonder if your CPU is still OK. This is not a very good answer but I would just (at this point) build an entirely new machine.

Hi thanks for the reply. Sorry for not being more clear in my earlier post.
It is MSI MS-6154 board, I have unplugged all the drives (HDD,Floppy & Optical) put some new ram in as well,with the same effect eg nothing happens(those same units work in the old AT based machine I used to test) I tried jumping the power switch jumpers with wire and the PSU fan spins as does the CPU fan and the red led on the front case comes on, but that is all no beeps or anything. So could it be the board or the CPU or simply the PSU is on it's way out?
