Sempron 3000+ PIII

I am interested to buy a $264 Acer T120 desktop with the following configuration because of the low price:
Sempron 3000+ 2.0Ghz, 40Gb HD, 256MB RAM, CD ROM, built-in LAN interface, audio and video (No OS installed).

I will use the PC for word processing, surfing, burning CDs and Photoshop.

Will I see a a significant improvement in terms of performance compared to a similarly configured Pentium III 667 Mhz used PC?

I may try doing video editing and learn how to do PC-based music recording. I'm willing to buy extra memory, bigger HD and DVD writer for this purpose. I don't want to buy/build a high-end PC now because it might take me some time to learn the editing and recording. By that time, computer parts may have dropped significantly. So I guess it's better to buy/build the configuration that I want later.

It should be faster. The only thing is some cheap pc's aren't upgrade friendly, so you might not be able to upgrade things like the graphics chip, etc.
