Should I do this to get my "help and support" working again in XP?

I've been having problems with the "help and support" feature from the "start" menu, as I've mentioned in another post. I've checked the web for others that've had this problem and one place suggests that I download and install this registry fix (posted below). I just don't know what this will really do and if it has the potential to actually fix the problem. Any comments on how to do this and whether I should?
