Sound jitter issues

Every since I purchased my computer, it has had sound problems.
ALL sounds stutter and jitters, even mouse "dings"
What could be the culprit?

My computer is emachines
vista home SP2 (soon I will update to Win 7)
AMD dual core 4050e 2.10 Ghz
It uses Realtek sound card

Not a sound card, it is called on-board sound. It is just an Integrated Circuit or "chip" on the motherboard. You can try reinstalling the sound driver by going to eMachines Support, and using the computer's model download and install the new audio driver. Otherwise, you might benefit from having a PCI sound card installed
