System boot problem.

I have a problem with my newly built system. Everytime I need to start my computer, i have to shutoff the power supply, and then turn it back on, then hit the power button my computer. If i don't turn the power supply on and of, the screen remains blank but the fans are running, anyone know how to fix it? Thanks Here's what i got:
