System boot problem

I have a problem with my newly built system. Everytime I need to start my computer, i have to shutoff the power suply, and then turn it back on, then hit the power button my computer. If i don't turn the power supply on and of, the screen remains blank but the fans are running, anyone know how to fix it? Thanks Here's what i got:

GIGABYTE GA-965P-S3
ULTRA PRODUCTS ULT31840 V-Series ATX Power Supply 400w
e4300 cpu
PNY GeForce 7300 GS 256MB PCIe Graphics Card

I think you should try another power supply

Yeah, try another power supply, its probably not delivering voltage to the right place besides right after you restart it.

Also make sure you connect the 4-pin molex connector(s) if needed, to the motherboard location(s)
