Toshiba M40 does not boot after bios flash

Toshiba M40 laptop turned off during bios flash(from Toshiba website).

Now when i press power button:
Noting happens for a few secs(slower than usual) power on for a few sec and turns back off
fan spins
No display

Question:
could this be a power problem instead of a bios?
wouldn't computer freeze without bios(but not shutdown)?

Removed:
basically everything except CPU, RAM
 
That is not good.
Could be anything.
Usually a BIOS install failure means it will not turn on at all... totally dead.
But anytime the BIOS install fails in midsteam, a motherboard has gone bad.
Try again.
Check the Toshiba website to see if it is one of their removable BIOS installs...
Then attempt to go back to an earlier BIOS, or reinstalling the a new download of the one that failed.
Were you installing the BIOS off a floppy or a cd or internatl install.
Did you give it a full 12 minutes to complete? or did somebody become impatient when it went silent?

i left during the flash, when i came back that's what happened, but i'm sure no one turned it off.

i can't get it to stay on, so i don't think i can reinstall
it wouldn't stay on even after i took out the cd-rom drive, harddrive and USB ports

it was flashed while running windows :(

i just want to know whether it's the bios or power problem
 
the only way to revive this laptop is to reflash bios with external programmer. i suspect the faulty of the BIOS chip.
