Using Dell Poweredge 1850 as desktop?

Would it be possible to use a dell poweredge 1850 as a desktop computer?

Its a computer so yea you can, you can install a normal windows version on it and run it as a basic computer. I had a family member who bought a cheap server from dell and did the exact same thing just because it was cheaper at the moment than the desktop options (It was a pretty low end machine).
