Video Avatar

I'm sure this has been posted before, so bear with me, a person who needs TS points for inserting URL's

How does one make a video avatar? And is it compatible with anything but forums, like a facebook account?

usually they are 'animated gif's' and they are not usually accepted at many forums for an avatar. I would assume Facebook would take an animated gif on a webpage.
