Video card problems via power(maybe)

i recently got a x1650 and it would not work; freeze at startup. My 9550 works fine though. I'm guessing it is a power problem; i have a 450 watt/30 amp power supply.
please reply and tell me what you think.

That PSU should be plenty to power the X1650. Unlike the 9550 the X1650 has an auxiliary power connector. Did you connect the power supply to it?
