Video cared for lg 32uk-550-b 4k monitor

I bought a lg 32uk-550-b 4k computer monitor, https://www.amazon.com/LG-32UK550-B-Monitor-Freesync-Technology/dp/B07NFTWHSG/ref=sr_1_1?keywords=LG+32UK550-B+32+Inch+4K+UHD+Monitor+with+Radeon+Freesync+Technology+and+HDR+10&qid=1560130406&s=gateway&sr=8-1 is a va panel , which I wanted and cheaper by far than the ips panels....viewing angle means nothing to me, and I wanted nicer colors....anyhow, I had a rx 580 running the rig at the moment, and I feel its not enough power ...I can tell buy opening web pages, the card has to push a tremendous amount of pixels....I was looking at some of the higher end video cards-$$$$$$$....I quess I cam down to the radeon II as my best option, so I dont have to rob bank...its still expensive as hell....what are ur thoughts on that?

A Radeon RX 580 should be able to easily handle 4K in 'desktop mode' - it's only in 3D games that it will struggle with. Sounds more like a setting somewhere isn't right; unfortunately I don't have enough experience with the latest AMD GPU software packages to suggest where to look at. What monitor, in terms of resolution and refresh rate, did your 4K monitor replace?

Interesting, in your Amazon review you say you've got a 2070 card available - with the latest drivers, a lot of Freesync monitors are supported:

If you have that card still, it's worth giving it a go.

Honestly,

An RX580 should have NO Trouble at ALL at loading webpages in 4k. Integrated GPU's can do this quite well.

And when you discuss loading webpages in what way is the loading slow?

Although I can understand that during gaming with an RX580 on 4k you will struggle to push playable framerates...

What exactly have you experienced so far?

Flickering? Low Frame Rates? Have you tested your refresh rate and confirmed that its running at the full 60hz? Maybe you're connected on 30.
