4K capability will be limited to upscaling and as most 4k tv's have horrible input lag I would rather stay 60fps 1080p until 4k is cheaper and better. Exclusives wouldn't hurt as most games are cheaper and better on pc but if you mean neo and scorpio exclusives they would divide the market. 4k is too small of a market to focus on and I personally think they should focus on something else. If neo is cheap enough (300$) I would buy it to play bloodborne with 60fps.
I would assume this is all based off AMD's next gen cpu's and gpu chips. To define next gen I mean by the die shrink AMD is getting ready to release, 16nm? production. I would expect maybe something close to AMD 480 graphics, maybe a little bit slower. Though power draw of consoles is limited to mabye 250 watts to 350?, so that will be the biggest limiting factor of the system. But I'd assume that if the directx 12, closer-to-the-metal drivers are more refined for the consoles it could be as fast as the 480 for pc. Not to mention AMD's cpu performance increase from the die shrink, you looking at a fast mini pc. Now keep in mind 2k 60fps was surpassed 2 gens ago for gpu's, a rough way of putting it, but for the 480 to do 4k is not a problem.
