    I think in Option 1 PSU have not enough power for all Parts (Option 1 PSU 620W)

    I'll go with the 2nd one, because I'm very pleased with EVGA, and also it has a stronger power supply.

    advice: don't buy windows.

    Windows XP Professional, full version, not OEM, not academic.
    Or wait for VISTA SP1 Premium, is you are looking forward to future gaming.
