Active When do you know if you need to use a recovery disc?

I am working on a Hp Compact Presario Desktop pc and when I cut the computer on it reads DISK BOOT FAILURE, INSERT SYSTEM DISK AND PRESS ENTER. It use to say something about system logo but not now it reads disk boot failure. What do I need to do? Do I just go to the hp website and order a recovery disk especially for this computer or is there something else I can try?
 
The hard drive has failed... What ever you need to replace the hard drive and reinstall the Operating System is what you will need. If you don't have a proper Windows install disc, a recovery disc for your model computer will be a good thing to have. Sometimes the "bad" hard drive can be salvaged, by performing a low-level format. In any case, the data will be gone

This is my first time having to replace a hard drive so I'm new at this. So do I need to look for these exact specifications for a hard drive? This information came from HP website.
