Windows 11 not connecting remotely to server

So I have a raspberry pi 4 that I have a plex server on that works but what doesn't work is any type of connection from my windows 11 machine. if I want to send something to the PI using ftp, it doesn't work but also ssh and remote desktop doesn't work either from the windows pc but it works from a linux pc so that tells me that it has something to do with windows itself. I tried disabling the firewall in windows to see if that worked and it didn't and I'm not sure what else it could be. any help would be great! thanks in advance!
