Windows experience index wrong

I recently got a HD3650 which wayyyyyy outperforms my old 8500GT. On the other hand, Windows experience index rates it 4.8/4.9 to my old 5.2/5.3 ? What the heck?
 
it scores the lowest of all the specs like lets say if your graphics r 5.9 and your hard drive is 5.9 and your ram is 5.2 it will give you a 5.2 although the others are higher.
 
Does it matter? If you get better performance in your apps/games that require it then there is no harm.

it will go down if the card takes up more memory or ram that the older card didnt use. i may be wrong but i think thats y. the more mem or ram thats no longwer availbe from b-4 the less the score is for that component
