Windows explorer control panel crash

Hello. For the last few weeks I have been down loading icons, icon packages and icon desktop docks. Basically trying to visually spice up my PC. Last few days any time I go to control panel It locks up and I get an "encountered problem" message. Also dr watson will open up and then give the same error message. I have to go to task manager to end program. Half the time I do this I also lose my active desk top. Help!!!
I can provide my HJT log-file if needed. I am using XP Home SP2
 
This may work

1 Click on Start button
2 Click on Run Type 'regedit' without the ' '.
3 Open key
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
and Delete NoControlPanel and NoRestriction.
4 Reboot
 
Thanks for the help. I followed your path but when I got to Explorer nocontrolpanel and norestriction were not there. Any other suggestions?
 
I think the best option in this case is SFC /Scannow
Some files may actually be missing

You can run this from the command prompt

You will likely need your Windows CD (Not sure if it asks for key too.)
 
Ran sfc /scannow. No change. Went back to some orf my original research online and discovered I had a corrupted .cpl file. AKCpanel.cpl. Deleted file and everything works fine now. Again thanks for your help!!
