windows installer error

recently i needed to insert my office xp disc into my computer to turn on the chinese language function in win xp.
after that i found i was getting installer error messages whenever i tried to open any office program(excel/word/pp).
i now tried to uninstall all win xp office and it won't let me.

"The windows installer service could not be accessed. This can occur if you are running Windows in safe mode or if Windows installer was not correctly installed. Contact your support"

I know that there are some issues with the windowsinstaller in regard to Office XP Service pak 1 or higher .Did you do an update without first updating the installer I think to ver 2 .
what is you O/S ?
