Windows will not boot it keeps getting stuck on the logo!!!

    Okay so I know a little about computers and in the past have been able to figure out what to do. But I am clueless right now and really need help my notebook wont load and it get stuck on the windows logo. It also wont load in safe mode or do anything with my operating cd........any advise????
