Wireless on our Belkin router refuses to function

We have never had much luck with wireless networking, but lately I've been trying to get the best out of our Belkin, since its cable connection is perfect.
Ok, when we first got it, the problem was that the wireless connection would randomly stop working, or would take forever to turn solid blue. However, it would alway, eventually, come on. We eventually replaced it, but the other router ended being worse.
Now, I've rescued the router, and after three days, I not once has the wireless worked. The signal is broadcast, since the network name shows up on all devices, but no connection can be established. Its the same regardless of any security variables: I've tried with and without security.
The model we have is an "N Wireless Modem Router" with a model number of F5D8636-4 v1.

We've already tried the restart method. Never works.

Check the IP Address Of the Laptop
If it is : 169.254.x.x then

To find your internal IP address type ipconfig at the command prompt. The address will be listed (or look for IPv4 address, if you are using Windows 7 or Vista)

Step 1 : Connect Router - Computer ( Wired )

Step 2 : Open RSP By typing 192.168.2.1. on the Address Bar of internet Explorer

Step 3 : On the Left Side Under Wireless Click WiFi Protected Setup

Step 4 : Leave the Password Blank and click Submit

Step 5 : Disable it and click apply changes

Step 6 : On the Left side under wireless Click Channel And SSiD

Step 7 : Change the SSiD And click Apply changes

Step 8 : On the Left side Under Wireless Click Security

Step 9 : Select the security mode as 64 Bit WEP

Step 10 : On the Key 1 Type any 10 Digit Number , Make sure you remember This Number and click Apply Changes

Step 11 : And after that Connect to this new Network

Step 12 : Disconnect the Cable between Router - Computer

Step 13 : Check if it is Getting the Internet
 
run->ipconfig /all >myTcp.txt
and follow-up with the attachment myTcp.txt
