I'm not sure what you mean, but if you want to know how to show the windows like this, it is a standard feature in Vista (not Vista Basic, though). If you have the Vista Aero Theme enabled, just press the Windows-key and Tab.

Those "slanted windows" are the Vista version of ALT+TAB (with Windows-key + TAB instead), a nice way to change between running programs. Is this the first time you've seen it?
