Windows live messenger

Since I don't have Outlook Express with Vista, does Windows Live Messenger have a news group reader?

Do I have to register an account with Windows Live?

All I want is a newsgroup reader where I can post msgs - I was using Outlook Express on XP to post to Google newsgroups.
