What kind of computer do you have?
Vista doesn't normally come with restore disks, however your computer normally would have a 'recovery partition' in which you would boot from and do your restoration that way.

you can use a hard disk drive manufactuer's cd to format the drive. You still won't have an operating system though. You need to purchase one.

Zoostorm doesn't tell me enough (I don't know enough about their systems).
You should look to see if you have a recovery partition.
Why do you need to format your HDD if I may ask???

You'll have to look under "My Compuiter" and see how many HDD's it shows.
I'm not saying you have one for sure though.
If you don't, you'll have to go buy a set just like Tedster said.
If you tell us why you need to format, :suspiciou there may be a way to save what you have without formatting...

run system restore under vista.
if you can get a vista cd (borrow it), then you can restore your own system.
download and run magical jelly bean key finder. Write this key down.
then use your borrowed CD, format, and reinstall using your own key.
