s3 ddr driver windows 98

i found a s3 ddr driver for windows 98 the exact one i need and i downloaded it but after i extracted the files and ran the setup in the middle of the setup it says setup unable to complete check your windows registry and try again? how do i get the setup to complete because i know that is the driver i need and i cant get it to work?
