Video Editing Software?

Yeah I am "new" to video editing I guess...I have taken a class for it but never really did anything with it outside the class, + it was all on EMACS haha...anyway I am not doing filming and editing that type of video with my own music and such...I just need something that will take a video I have...avi, mpeg...and will split it and keep the quality...please don't tell me to use winavi video converter...I hate that program...and it hates me at the moment...

also can somebody explain the mpeg1, 2, 3 (is there a mpeg3?), mpeg 4, I just want to know more about this...

Virtual Dub (http://www.virtualdub.org/) is the best video editing software in my opinion. You can read about mpeg standarts here (http://www.webopedia.com/TERM/M/MPEG.html) for example.
