Are there any other programs besides Fraps that i can use that wont slow my fps down.

Many games have the ability to display fps, usualy entered as a console command. Try that?

And nope, i don't know any other program that does that. Unless the game you are playing have it's own fps counter.

FRAPS shouldn't affect your performance. If it does, you must have a very old system.
