trouble installing virtual pc 7

hi,
i'm trying to install virtual pc 7, i did the first stage, says that you have to restart after installing the first stage, which installs only like 700kb of stuff, then after i restart, nothing happens. at first, there was this security settings about startup items, but i clicked fix. during startup, only the mounted cd folder is shown, so i thought i should open the installer again, but that was to "upgrade" the existing few kbs of files.

i know on the second cd is the windows xp file, but how do i get at least the program to be installed??
