Is there a good program out there that scans the folder (Constantly) that i am downloading my files to. Preferably a sperate program and not just tweaking an anti-virus program. Cheers

Any good antivirus programme, should already scan the files you download.

However, no antivirus programme can possibly detect all known malware.

At the end of the day, it`s your responsibility to make sure, you only download legit files from known good sources.
