I cannot launch Oblivion. I have a new Toshiba laptop with all the latest drivers and direct X 9. I have searched the web far and wide for some solutions and can't find anything. Does anyone have any ideas?

The 1.15 patch might help, could also go to gamespot.com with your notebook and click the icon that says can I play this game. Could also type 0x000912a6 in a search engine and see if the problem is a missing dll problem which has an easy fix. (i.e. putting the dll file in c:\windows\system32)
