SIMS 2 DIRECTX Issue

I am trying to install SIMS 2 on a PC operating with Windows 98. When I attempt, it says I need a "DirectX 9.0c compatible graphics adaptor". I downloded a SiS driver, but was told this required Windows NT. I went to Microsoft's DirectX website, but their drivers end with DirectX 9.0b, and haven't been updated since 2004. My daughter got this game as a Christmas present, and we are both very disappointed at this point. Does anyone know whether this game will run on Windows 98, and if so, where I can get the appropriate graphics driver?

You need a DirectX 9.0c compatible graphics adapter. That is hardware, not software. Your SiS integrated graphics is probably not supported by the game and not compatible with DirectX 9.0c.

Windows 98 is not the problem. It is supposed to be able to be run on a Windows 98 machine provided you have the appropriate graphics card.
