midi making progs

EDIT: old post sounded confusing...

I plan on making a game (don't know wether it be flash or BASIC or C++ yet) I want to put in some music that will sound good & not take up too much space. could someone please tell me the best programs to make midi tracks with, and any free-to-use, even commerically, soundbites (like gun shots, SFX etc) I can spend a small amount of money (it's a group project) so that's not a major problem.

Thanks.
