Not getting enough power?

Currently I have a third party PSU (420w) and its connected to the motherboard, HD, 2XIDE-SATA adapter, One case fan, and my DVD burner, the problem is, my DVD Burner doesn't even open, I'm guessing its because of the PSU (Buying a new one) but just wanted to clarify before buying a new one.

Its not common for a dvd burner to not open because of lack of power. How old is rhe burner?

google a psu calculator and add 30% to the results.

I got 225 so I think I got more than enough, but then again I got an unheard of PSU. As for the Drive, its 1-2 years old.
