Scrolling Help Needed

I just reformatted my hard drive for the first time. I did it with the Windows XP disc and not the Dell Recovery Discs that came with my laptop. I didn't save the Utilities and Drivers before reformatting. (stupid, I know)
I downloaded most from Dell's website but am having an issue when I scroll down the screen. It 'jumps" rather than a nice smooth roll down the screen.
Anyone have any ideas? I'm new to this sort of thing, but think maybe the driver for the video or graphics is not up to date???

You must install graphic driver onto your system. Look for in Dell's web ;)
