electrostatic bag problem

I had put a laptop motherboard that I bought on a electrostatic bag and then powered it on to test it. Then I plugged in the harddrive/charger board and the board went in smoke. Just wondering if the electrostatic bag can conduct electricity and fry a board or if I just got ripped off on a "working motherboard" on ebay.

the electrostatic bag can't conduct electricity as long as it's made of plastic

what surface was the bag on?

the other thread was the fact that it might be the charger board that fried it.
