Active desktop recovery problem

Hi All
I am struggling with a laptop which starts up with the active desktop recovery screen after every successful and normal shutdown. I have deactivated active desktop as a temporary solution. Any ideas?

I Have A Similar Problem The Set As Background Is Greyed Out So Cannot Select It Just Wondering If Needs An Os Reload As I Cant Find Any Freeware To Restore My Active Desktop Have Tried All Normal Reboot Ideas Only Clue Is Back Ground Selected Comes Up Prior To Desktop Icons Ie Avg 75 Etc Help Please
