Well I mostly use them To crop stuff or resize or enlarge and Maybe add some effects

For simple stuff, you can't beat Irfanview, and it can do some basic manipulations. For complex stuff then gimp or maybe paint.net

For viewing and simple editing (cropping; brightness...) I use FastStone Image Viewer

For trivial stuff like cropping, resizing and filtering, IrfanView or Photofiltre are the number one choices.
