MB controls CPU fan?

A quick question, does the MoBo control the CPU fans RPM or do I need to get a temprature controlled fan?

And also I saw this papst fan which didn't have a RPM signal, wouldn't that cause a problem if I'd mount it on the CPU?

I know some motherboards have BIOS controls that sets the speed of the CPU fan (this being on a Shuttle, don't recall the model #). I have not seen such controls on my previous ASUS board, nor my current DFI board. Not too common of a thing.

Not sure about the second question. The fan would work, but you just wouldn't know how fast its turning.
