Check your PC time/date properties. Then check the next tab - time-zone. Either may be wrongly set, is someone playing games with you? Also check the internet time tab, where you may (unknowingly), be synchronising to an internet time server.
Alternatively, it may depend upon your ISP, whose server may be completely wrong. Yet another factor is that NTFS file times are held in international time and date format, and then translated for viewing by your local time zone and daylight saving time settings. This can cause havoc with data you must synchronise between NTFS and FAT32 based data storage media, as the fall out of sync twice a year, leaving me sadly shaking my head at MS obduracy.
