Tell me more about this poll thingy

I tend to avoid taking surveys. I was surprised to see a thread containing a response from me was turned into a POLL. I plunked around the boards, but I failed to recognize the mechanism for originating a POLL.

Please point me to learn more about creating a POLL and the criteria used in its construction.
