The Windows Installer CleanUp Utility, is widely known and used for problematic uninstalls.
Usually the most common reason is not a broken uninstaller, but some type of Virus\Malware originally causing the issue. Therefore if you are experiencing any issues such as this, I would recommend that you use the Viruses/Spyware/Malware Preliminary Removal Instructions |

Like kimsland said, the best you can do for uninstalling a program a posteriori, is to use the free revouninstaller.
But you can do better than that if you act a priori, that is before installing the program. You first install an uninstaller, which keeps record of all registry changes whenever you subsequently install any program. Thus, the uninstaller can reverse those changes, if you decide to uninstall the program later, and leave the registry in virtually the same state as if the program had never been installed. The snag is that these uninstallers are not free. Here is one example from ashampoo. http://www2.ashampoo.com/webcache/ht...t_2_0103__.htm |

There are many good open source programs to eliminate bloatware on new computers and gunked up systems. PC Decrapifier, CCleaner are two good ones to name a couple. Also download mike lin's startup editor to stop programs from autoloading. Glarysoft glary utilities is another good open source program to use. just google them or look for them here on TS.
