PSU dead?

I just got my new computer case which came with a PSU. I think the PSU is dead, everytime I plug it in I can't seem to see if the fan is working do I need a motherboard hooked up before the fan will run?

Yes the new Power Supply must be plugged into the motherboard to see the fan turn on (after turning the computer on of course)
Otherwise you'll need a Power Supply tester to see it (which you don't need!)
