Fps/lag issues

ive been getting these lag issues for quite some time now. even refreshing the desktop, which is supposed to take 1-2 sec, now sometimes takes 5-6 secs. video streaming is also affected. it laggs every 3sec or so. while im on games thats a major setback for me. ive got 25fps on all low setting at a non populated location and even that sometimes it laggs for a sec or so. overall my pc is just slow.

ive just reformatted it 2mths ago and did some spyware and adware (spybot search & destroy, adaware) checks on it every now and then but even after cleaning up, there doesnt seem to be a lot of difference. i defrag and virus scan once a week so i think that covers something up. ive also just recently updated all my drivers and it was way worse than before i updated them.

ive got an acer aspire 4920
core 2 t7300 2.0ghz
2gb ram
ati x2500 mobility
160gb hd

it never was the same from before where i used to run games smoothly if i ever put the settings on low but not this time. any help would be great here. thanks
