I have a Toshiba M40, recently It will not always start? power cord is reading 15.0 vdc, blue and yellow lights on in the front panel, when the switch is depressed the blue led ring only blinks. But sometimes when you depress the power button it works fine. Lately it starts harder and harder. Any suggestions?

Try another power cords, passed that it sounds like a failing hard drive to me.
